This consultancy focuses on the preparation of a comprehensive Land Acquisition and Resettlement Action Plan (LARAP) for the Pokko Hydroelectric Power Plant (HEPP) in West and South Sulawesi, funded under the World Bank’s safeguard framework. The study ensures that all land acquisition, resettlement, and livelihood restoration processes adhere to World Bank Environmental and Social Standard 5 (ESS5) and are implemented transparently, equitably, and in consultation with affected communities.
The assignment covers socio-economic and asset surveys, stakeholder engagement and consultations, identification of project-affected persons (PAPs), formulation of the Livelihood Restoration Plan (LRP), and the establishment of Grievance Redress Mechanism (GRM) and Stakeholder Engagement Plan (SEP). Special attention is given to Indigenous Peoples (IP) considerations, ensuring that mitigation measures are culturally appropriate and inclusive.
Through this LARAP, PLN and the World Bank aim to ensure that the Pokko HEPP is developed in a socially responsible and sustainable manner — balancing clean energy generation with fair compensation, community participation, and long-term livelihood security for affected households.
